The city of Apuí, with its 21,000 inhabitants, is located in the southern part of Amazonas State in a region, that is part of the new ‘cattle-ranching and deforestation frontier’, with a foreseen deforestation rate of 1.4% per year over the next 10 years.
The deforestation process typically starts with the migration of illegal timber dealers and land-grabbers searching for not-yet controlled forested areas, and subsequently cutting down these forests to establish pasturelands, even though they are not securing land titles.
Attracted by the now official declaration of the land to be deforested, extensive cattle ranching farmers follow, commonly moving from the South of Brazil in search of cheaper land and of economic ascension through acquisition of the deforested State land.
The main reason extensive cattle ranching is so popular is that it costs little to implement and to maintain free-roaming cattle, it is not labor-intensive, and there is a growing demand for beef. The second most popular and lucrative agribusiness in the area is large scale agriculture, more specifically the production and distribution of soy-beans in most of the cases.
As a result of this pressing ‘neo-plague of locusts’, in 2017, Apuí was included in the Environmental Ministry red list of cities with the largest amount of accumulated deforestation in the last three years in a row. As a consequence of being in the list, the according municipality is a priority region for governmental deforestation control in the Legal Amazon.
Besides being in the spotlight of environmental agencies, there are also other entailed negative aspects of having been named in the list. One of them is that farmers from that municipality have blocked access for credit by commercial finance institutions.
Holding back illegal deforestation must indeed come from strong and active rule of law and penalties. However, the key to transforming the current scenario is to create a new economy based on climate smart agriculture and cattle ranching in the Amazon.
